PTSC Quang Ngai – Newwin Consortium Achieves Early Completion of Crude Distillation Unit (CDU) in Package 2, Surpassing Deadline by 9 Days

Dung Quat, Vietnam – April 10, 2024 – The PTSC Quang Ngai – Newwin consortium has achieved a major milestone by successfully completing and handing over the Crude Distillation Unit (CDU) within Package 2 to the Binh Son Refining and Petrochemical Joint Stock Company (BSR) nine days ahead of schedule. The early delivery, conducted at the Dung Quat Refinery, underscores the consortium’s efficiency, technical expertise, and commitment to project excellence.

The ceremony

A formal handover ceremony was held to mark the achievement, attended by senior leaders and project stakeholders. Representing BSR were General Director Mr. Bui Ngoc Duong, Deputy General Director Mr. Mai Tuan Dat, members of the Refinery’s Board of Directors, and department heads. PTSC Quang Ngai was represented by Deputy Director Mr. Ngo Tan Quang, who also serves as Deputy Head of the Steering Committee overseeing Packages 1 and 2, and Mr. Doan Ngoc Tan, Lead of Package 2, along with their project team. Representatives from Newwin, PVChem, and Gia Quang Phat were also in attendance.

As one of the core units in the refinery’s production process, the CDU plays a pivotal role in crude oil fractionation—separating raw crude into various components by boiling point, thereby supplying feedstock (atmospheric residue) to the Residue Fluid Catalytic Cracking (RFCC) unit for the production of refined petroleum products. Given its significance, the CDU undergoes stringent and highly controlled maintenance. During the refinery’s fifth turnaround, over 500 work items were completed on the CDU, including numerous additional tasks and maintenance on 17 key equipment units. Among the most complex operations was the replacement of ECMD/ECMD+ trays within the T-1107 tower, a critical-path activity. The task involved increasing the number of trays from 32 to 43 to boost efficiency, requiring precise planning and execution under challenging, confined conditions.

Originally scheduled for completion on April 19, 2024, the project was delivered on April 10, thanks to the unwavering efforts of the PTSC Quang Ngai – Newwin consortium. Factors contributing to the early completion included close coordination with BSR, seamless collaboration with subcontractors, optimized execution strategies, and efficient resource allocation to ensure synchronization across all work fronts. In particular, PTSC Quang Ngai mobilized maximum manpower, operating around the clock, and employed a phased team structure to maintain continuous workflow. Regular meetings with BSR and contractor representatives ensured that technical, quality, and safety issues were promptly addressed, mitigating any disruptions to progress.

This accomplishment not only facilitates the timely resumption of operations at Dung Quat Refinery but also serves as a testament to the project management capabilities and commitment to excellence demonstrated by all involved parties.
