On April 21, 2024, at the construction site of Dung Quat Refinery Plant, PTSC Quang Ngai – Falkor Engineering – Boiler Master Consortium officially handed over the workshops of package 1 after the maintenance and repair process exceeded the schedule compared to the plan of Investor – Binh Son Refining and Petrochemical Company Limited (BSR)
Attending the handover ceremony, on the side of BSR, there were Mr. Khuong Le Thanh – Deputy Secretary of the Party Committee, Member of the Board of Directors; Mr. Mai Tuan Dat – Deputy General Director of BSR, Executive Director of the Turn Around 5th; the Board of Directors of the Dung Quat Refinery Plant; relevant Heads/Deputy Heads; on the side of PTSC Quang Ngai, there were Mr. Le Hong Phong – Director of the Company, Mr. Ngo Tan Quang – Deputy Director of the Company, Deputy Executive Board, directly directing packages No. 1 & 2; PTSC Quang Ngai employees and representatives of Falkor Engineering and Boiler Master.
Package 1 was implemented in Area A2 with 04 main workshops including Unit 15 (R&R), Unit 16, 17 & 21, approximately 500 contractual work items and more than 150 arising work items, including many complex and important items such as: replacement of Slide Valve SV-1501 (weighing more than 10 tons), repair approximately 600 m2 of Refractory, more than 1,000 Air Ring Nozzles inside Reactor & Regenerator, replace Packing Bed #1 (incurred at the last minute and only performed within 24 hours), repair hotpot points in WHB with high complexity, in limited space while completing all arising work during the Contract period sign. This is also the first time that PTSC Quang Ngai has received a bidding package for the maintenance of RFCC workshop – one of the most important and complex technology workshops of Dung Quat Refinery Plant, which is considered the “heart” of the Plant with the structure of 3 main clusters: Reaction Assembly, Separation Assembly and Recovery Assembly. operation mode produces many important products of the Factory.

According to the contract, the workshops must be handed over to BSR as planned and the final R&R workshop must be handed over on April 22nd, 2024. However, with high determination and good preparation such as the survey made a detailed plan for each workshop and each equipment, then analyzed, evaluated risks and provided alternative solutions, prepared contingency plans and response scenarios along with enthusiastic support from the Investor (BSR); the active and rhythmic coordination of the Contractors, the work of the relevant parties was continuous and uninterrupted.
In addition, the Project Board continuously reviewed, controlled milestone, closely supervised and updated the implementation results every 3 hours to took timely and fast handling measures, ensured that activities were always on track or earlier than schedule and prioritized to select experienced, enthusiasm employees who has ability to work in high-pressure, limited space to meet quality requirements and milestone. All mentioned factors made an important contribution, exceeding the schedule of handing over the entire bidding package No. 1 on April.21st.2024.
| There was no accidents that cause loss of safety, fire and security working hours; No leakage issues, no rework, no hotpots for the next 4 years of operation; Ensure the progress according to the approved plan and cost efficiency, ensure the continuous operation of the plant for 4-5 years after this maintenance period. With the above goals, from the beginning, the preparation for Turn Around 5th has been planned early by PTSC Quang Ngai, setting out many goals and solutions for implementation; promptly coordinate with contractors and BSR to solve all problems that may occur during the maintenance period. Safety was always focused on and strictly controlled by PTSC Quang Ngai.
All employees performing at site of the Dung Quat Refinery plant must participate in safety and security courses, Toolbox meetings, quick safety knowledge meetings at the beginning of the working day and organize meetings to exchange and learn from experience at the end of the working day. Ensure absolute safety, in accordance with regulations at high working area, in limited spaces and lack of air. Quality was always strictly controlled at the highest level. Technical solutions, scaffolding design and installation solutions, disassembly construction measures, maintenance equipment…etc were always thoroughly understood, used optimally in order to operate the work in accordance with the set regulations. With the highest determination, PTSC Quang Ngai focused all resources to successfully complete the Turn Around 5th. |
With agreement that has been signed to ensure the goal of “Safety – Quality – Progress – Cost Optimization”, PTSC Quang Ngai strictly implemented the set KPI targets.
