EPC Contract Signing Ceremony for Component Project No.1 – Quang Trach 2 LNG Power Plant

According to Vietnam Energy Magazine (https://nangluongvietnam.vn/), on 9 February 2026 in Hanoi, Vietnam Electricity Corporation (EVN), Power Project Management Board No.2 (EVNPMB2), and the POWERCHINA – LILAMA Contractor Consortium formally signed the EPC contract (Engineering, Procurement, Construction, Pre-Commissioning and Commissioning) for Component Project No.1 – the Power Plant, under the Quang Trach 2 Liquefied Natural Gas (LNG) Power Plant Project, with a total contract value exceeding VND 25,202 billion

Overview of the Quang Trach 2 LNG Power Plant Project
The project is located in the Hon La Economic Zone, Quang Tri Province, with EVN as the project owner. It is classified as a nationally significant energy project under Power Development Plan VIII (PDP VIII). The power plant has an installed capacity of 1,612.8 MW (2 × 806.4 MW) and applies combined-cycle gas turbine (CCGT) technology, playing a key role in the green transition of the power generation mix, ensuring energy security, and reducing greenhouse gas emissions.
The total investment of the entire project exceeds VND 52,490 billion, comprising two component projects: Component Project No.1 – the Power Plant (VND 40,123.455 billion) and Component Project No.2 – the LNG storage and port facilities (estimated at VND 11,800 billion). The project is co-financed by four domestic commercial banks: Vietcombank, VietinBank, BIDV, and Agribank.

Under the EPC contract, the POWERCHINA – LILAMA Consortium will undertake a full-scope EPC package, including engineering, procurement, construction, installation, pre-commissioning & commissioning of the power plant, ensuring compliance with schedule, quality, safety, and environmental standards. The gas turbine technology selected by the project owner and the contractor consortium is supplied by GE Vernova (United States).
Upon commissioning, the Quang Trach 2 LNG Power Plant is expected to generate approximately 10 billion kWh of electricity per year for the national power system, contributing to meeting electricity demand for socio-economic development and supporting Vietnam’s energy transition objectives under Power Development Plan VIII.
