Recently, at Dung Quat Oil Refinery, PTSC Quang Ngai Joint Stock Company (PTSC Quang Ngai) successfully completed the mechanical works and handed over the Ethanol (E100) receiving and E10 Biofuel blending system to Petrovietnam Refining and Petrochemical Corporation (BSR), ensuring full compliance with technical and safety requirements for operation.
The project was implemented to enhance the refinery’s capability to receive, store, and blend ethanol with gasoline under actual operating conditions at Dung Quat Oil Refinery. Within the project scope, PTSC Quang Ngai undertook the integrated execution of storage tank conversion works, installation of process piping systems, mechanical equipment, electrical and instrumentation systems, as well as related infrastructure and auxiliary facilities.
One of the project’s key technical scopes was the conversion of Tank TK-5203A from an external floating roof tank to an internal floating roof tank incorporating an aluminum dome roof in accordance with the approved project design. Throughout the project execution, PTSC Quang Ngai successfully developed and applied technical solutions and construction methods for the lifting system, enhancing safety, efficiency, and installation accuracy in tank modification projects serving biofuel blending applications in Vietnam.

In parallel, the process piping system and blending equipment were installed and seamlessly integrated with the refinery’s existing facilities. The project also incorporated side mixers in the storage tank together with a static mixer installed on the base gasoline pipeline, ensuring homogeneous blending of ethanol and base gasoline in accordance with operational requirements.
Electrical and instrumentation systems, signal cables, metering systems, grounding, lightning protection, and fire protection systems were also installed in compliance with technical standards and the refinery’s operational safety requirements.
Throughout the project execution, PTSC Quang Ngai worked closely with the Owner and relevant stakeholders to carry out the works under conditions that ensured safety, quality, schedule compliance, and compatibility with the refinery’s ongoing operations. Upon completion, the system underwent commissioning and acceptance testing in accordance with project requirements, serving as the basis for handover and operational startup.
| In late May 2026, BSR successfully exported its first shipment of E10 RON95 gasoline by sea, totaling 12,000 m³, via the Jetty Port of Dung Quat Oil Refinery. This milestone marked the first practical operation of the system following project completion and contributed to the preparation of the technical infrastructure required for the nationwide implementation of biofuel blending in accordance with Circular No. 50/2025/TT-BCT dated November 7, 2025, issued by the Ministry of Industry and Trade. Under this regulation, from June 1, 2026, unleaded gasoline will be blended with ethanol to produce E10 gasoline for use in gasoline-powered engines nationwide. |
