(According to Vietnam Energy Magazine) In February, at the headquarters of the Ministry of Industry and Trade (MOIT), Deputy Minister Nguyen Hoang Long chaired a working session with Copenhagen Infrastructure Partners (CIP, Denmark) to review the implementation progress of the South Central Offshore Wind Power Project No.1, jointly developed by the Vietnam National Industry – Energy Group (Petrovietnam – PVN) and CIP, and to discuss orientations for the next phase.
The meeting marked an important milestone in the ongoing Vietnam–Denmark cooperation in the renewable energy sector, particularly offshore wind power — a segment expected to play a pivotal role in Vietnam’s energy transition and its long-term commitment to achieving net-zero emissions.

| Overview of the South Central Offshore Wind Power Project No.1: The South Central Offshore Wind Power Project No.1.1 and No.1.2 has a combined capacity of approximately 1,000 MW. The project is included in the list of offshore wind power projects under the revised Power Development Plan VIII (PDP VIII) and has been designated as a nationally significant and key energy project under Decision No. 2634/QD-TTg dated December 2, 2025, issued by the Prime Minister. |
Previously, on August 8, 2025, PVN and CI GMF II Coöperatief U.A (GMF II) — an entity managed by CIP — signed a Joint Development Agreement (JDA) for the offshore wind power project.
Subsequently, on January 14, 2026, PVN received Decision No. 138/QD-BNNMT from the Ministry of Agriculture and Environment, assigning a designated sea area for the implementation of the next stages of the project.
To date, PVN and CIP are proceeding with preparatory activities, including site surveys and the preparation of the pre-feasibility study report, in compliance with applicable laws and Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development for the 2026–2030 period.
The Ministry of Industry and Trade highly appreciated the cooperation between PVN and CIP in the signing and implementation of the Joint Development Agreement (JDA), as well as the allocation of the designated sea area to PVN for project development. The Ministry expressed its support for the development plan of the South Central Offshore Wind Power Project No.1, and requested CIP to closely follow and comply with Vietnam’s prevailing laws, decrees, and planning frameworks to ensure the project is implemented effectively, on schedule, and in full conformity with legal regulations.
