PTSC and Ørsted Successfully Completed Technical Acceptance for Greater Changhua 2b & 4 Offshore Wind Farm Project

On March 29, 2025, in Ba Ria – Vung Tau, PetroVietnam Technical Services Corporation (PTSC) and Ørsted, a leading global renewable energy company, successfully held a Technical Completion Workshop for the Greater Changhua 2b & 4 Offshore Wind Farm Project. During the event, Ørsted awarded PTSC the technical acceptance certification for all 33 offshore wind turbine foundations (Suction bucket jackets – SBJs). The workshop also served as a platform for both parties to share valuable lessons learned throughout the project’s implementation. For the first time undertaking a large-scale mass production project that meets the world’s highest standards, PTSC faced numerous challenges—new methodologies, stringent requirements, and a very tight timeline. Through the collective determination of its leadership, engineers, and on-site workers, PTSC overcame these obstacles, delivering the project with high quality and absolute safety. This achievement signifies PTSC’s strong entry into the offshore renewable energy sector.

Speaking at the workshop, Mr. Tran Ho Bac, General Director of PTSC, congratulated the project team on their success and expressed gratitude to Ørsted for their trust and support. He acknowledged the collective efforts of PTSC’s workforce over the past two years. With approximately 80,000 tons of structures fabricated, over 3,000 personnel involved, and notably 9.6 million safe working hours without incidents (Zero LTI), PTSC received high praise from Ørsted for its safety, quality, and professional work ethic. Mr. Ulf Gjendal, Ørsted’s Project Director, emphasized, “PTSC has passed the initial test excellently. They are a highly potential and reliable partner.”
Additionally, the workshop facilitated open and constructive discussions between Ørsted and PTSC experts, fostering a culture of continuous learning. These practical experiences will serve as a valuable foundation for PTSC’s confidence in future potential projects. Approximately two years ago, PTSC embarked on this project while facing skepticism, even from industry experts, regarding its capabilities in this new and risky field. However, the results achieved today have proven otherwise, and PTSC has cultivated many new “industry experts” in the process.

With a skilled and experienced workforce and modern equipment, PTSC is determined to embrace greater challenges, gradually affirming its capabilities in this new sector. The success of the Greater Changhua 2b & 4 Project is a significant milestone in establishing PTSC’s Energy and Technical Logistics Industrial Center in Vung Tau, aligning with PTSC’s growing ambitions in the offshore renewable energy sector both regionally and globally.
