PTSC Quang Ngai: A Bold Transition from Oil & Gas to National Infrastructure at Long Thanh Airport

At the construction site of the Long Thanh International Airport – a national key project attracting leading domestic and international contractors – the workforce of PTSC Quang Ngai, a subsidiary of Petrovietnam Technical Services Corporation (PTSC), is making pioneering contributions marked by professionalism, discipline, and urgency. With technical experience inherited from oil and gas projects, PTSC Quang Ngai’s engineers and workers have not only quickly adapted to the aviation infrastructure construction environment but have also effectively executed highly demanding technical requirements of the project. The presence and initial success of PTSC Quang Ngai at the Long Thanh Airport project demonstrates the company’s strong transition capability and strategic vision in expanding its operational scope – gradually enhancing the role of PTSC in the technical services supply chain for national industries.

Overview of the Long Thanh International Airport Project
  • The Long Thanh International Airport Project, developed by Airports Corporation of Vietnam (ACV), is one of the most significant national key projects, featuring the largest ever investment in Vietnam’s civil aviation history. Once completed, Long Thanh Airport is expected to become a new international transit hub in Southeast Asia, with a designed capacity of 100 million passengers per year and the ability to handle 5 million tons of cargo annually.
  • In October 2024, the consortium of Petrovietnam Technical Services Corporation (PTSC) and BCA Thang Long Co., Ltd. (BCA-TL) was selected by ACV as the contractor for Package 4.9: Construction, equipment installation, and provision of detailed engineering drawings for the aircraft fuel supply system under Component Project 3 – Essential facilities of the airport of the Long Thanh International Airport Investment and Construction Project Phase 1. Within this package, PTSC Quang Ngai, under the assignment of PTSC, is responsible for several critical components, key tasks including procurement, fabrication, and installation of fuel storage tanks; procurement, construction, and installation of the fuel pipeline system; as well as the supply and installation of critical equipment such as pumps, fueling systems, and filters. All of these tasks require advanced technical expertise and are essential to securing the airport’s long-term safety and operational reliability.

Remarkable progress after eight months of implementation
As of June 2025, after nearly eight months of execution, PTSC Quang Ngai has exceeded the schedule in several key areas, completing over 45.54% of the total scope in engineering, procurement, and construction (EPC). Of particular importance is the aircraft apron area – a location intersecting with over 40 underground infrastructure interfaces and overlapping work zones of other packages – the Project Management Team (PMT) identified this as a critical path area. The team has actively accelerated the design, procurement, and construction phases to ensure smooth coordination with other contractors on site.

Regular Toolbox Meetings and Safety Incentives

Health, Safety, and Environment (HSE) compliance remains a top priority across all PTSC Quang Ngai work fronts. To date, over 2,000 HSE training sessions and more than 1,000 safety coordination meetings, including weekly briefings and detailed risk analyses, have been conducted. The project has logged 373,000 safe man-hours without any lost-time incidents – a significant achievement given the complex, fast-tracked, and overlapping nature of site activities.
Challenges – The true test of capability
Behind these impressive figures is a journey filled with daunting challenges. Package 4.9 spans across scattered, amid overlapping work zones and peak construction coinciding with the rainy season, the team faced logistical and technical complexities requiring agile coordination with all stakeholders. This context required the PMT not only to possess strong technical expertise but also to demonstrate sound management skills, flexible coordination, and effective communication with various stakeholders.

Additionally, workforce mobilization posed significant challenges due to tight labor competition. With the mindset of “turning challenges into motivation,” the PMT proactively implemented synchronized solutions: adjusting working hours, increasing shifts and overtime, revising the underground piping construction method, and deploying additional personnel for on-site water pumping – all to maintain workflow and minimize schedule impacts. Flexibility in construction strategy and interface management has been a key factor enabling Package 4.9 to stay aligned with the overall project timeline and maintain contractual commitments as of this point.

Wearing uniforms marked by the harsh sun and wind of the Southeast region, PTSC Quang Ngai’s engineers and workers have remained steadfast on-site. Each completed item reflects their quiet determination and PTSC’s pioneering spirit in a new domain. Standing alongside them, the constant support from the company’s Trade Union at the project site has been an invaluable morale booster. Regular visits and on-site welfare support have contributed to maintaining team cohesion and determination to accomplish the shared objective – true to the spirit of oil and gas personnel: “One Team – One Goal.”

Package 4.9 is scheduled for completion by June 2026, with all deliverables expected to be completed and handed over to the investor on schedule. From today’s first steps, PTSC Quang Ngai, in collaboration with PTSC and other units, is laying the foundation for a leading aviation transit hub in Asia. This is also an important milestone for PTSC Quang Ngai to continue its sustainable development journey, deepen integration, and contribute to strategic national infrastructure projects in the future.
