On the morning of February 6, 2025, in the joyful atmosphere of the beginning of the Lunar New Year, at the Dung Quat Refinery, the groundbreaking ceremony of the project “The engineering, procurement, and construction of an additional crude oil storage tank for the existing Dung Quat Refinery” took place.

PROJECT OVERVIEW
Project Name: The engineering, procurement, and construction of an additional crude oil storage tank for the existing Dung Quat Refinery.
Construction of additional crude oil storage tank for the existing Dung Quat Oil Refinery.
Scope of work: Engineering, procurement and construction (EPC).
Volume of work: 01 tank with capacity of 65,000m3.
Location: Dung Quat Refinery, Binh Tri Commune, Binh Son District, Quang Ngai Province, Vietnam
Investor: Binh Son Refining and Petrochemical Joint Stock Company (BSR).
Contractor: the Consortium of PetroVietnam Technical Services Corporation (PTSC), PTSC Quang Ngai Joint Stock Company (PTSC Quang Ngai) and BCA Thang Long One Member Company Limited (BCA Thang Long Co., Ltd).
The groundbreaking ceremony was solemnly held with the participation of senior leaders from BSR: Mr. Bui Ngoc Duong – Chairman of the Board of Directors, Mr. Nguyen Viet Thang – General Director, Administrative Council, Board of Directors, Board of Supervisors, leaders of the factory, functional departments and project team.
Representing the Contractor Consortium, there was the participation of Mr. Tran Ho Bac – General Director of PTSC, along with members of the Board of General Directors, representatives of leaders of Corporation departmants, representatives of PTSC Quang Ngai leaders and the project team’s employees.
With a total investment of 531.75 billion VND, the project will be implemented on an area of 3.126 hectares, including 01 tank with a total storage capacity of 65,000m³. The addition of the tank system is expected to increase the total crude oil storage capacity of Dung Quat Refinery to 585,000 m3, contributing to improving the flexibility in the operation of the Plant (increasing the ability to store many types of crude oil and raw materials, reducing the possibility of crude oil shortage during bad weather and/or reducing waiting ship costs… while meeting the minimum crude oil storage requirements according to the National Petroleum Reserve and Supply Infrastructure Plan for the 2021 – 2030 period, with a vision to 2050 according to Decision No. 861/QD-TTg dated July 18, 2023 of the Prime Minister.

Speaking at the groundbreaking ceremony, Mr. Nguyen Viet Thang – General Director of BSR expressed his confidence in the capacity and experience of the PTSC – PTSC Quang Ngai – BCA Thang Long Co., Ltd and committed to creating all conditions to support and closely coordinate with the contractor to ensure the project is implemented effectively, safely and on schedule.
Representative of the Contractor Consortium, General Director of PTSC Tran Ho Bac spoke at the groundbreaking ceremony.
In response to the investor’s trust, the representative of the Contractor Consortium, Mr. Tran Ho Bac – General Director of PTSC expressed his thanks to the BSR’s Board of Directors and deeply accepted the recommendations and proposals from the Investor. With extensive experience in implementing projects on construction and installation of oil and gas industrial works, especially completing the provision of engineering, procurement and construction (EPC) services for two previous crude oil storage tanks at Dung Quat Oil Refinery in 2011, PTSC committed that the Contractor Consortium would continue to apply the most advanced construction solutions to ensure the progress and quality of the project as well as strictly comply with safety procedures, risk assessment before – during – after construction, maintaining labor discipline and environmental protection.

PTSC Quang Ngai is honored to be a member of the Contractor Consortium implementing the Project “The engineering, procurement, and construction of an additional crude oil storage tank for the existing Dung Quat Refinery” contributing to improving the operational efficiency of the Refinery, while also being consistent with the Government’s general strategy on crude oil reserves. The project also has a profound meaning demonstrating the sustainable cooperation between BSR and PTSC in general and PTSC Quang Ngai in particular.
